Finding the right health insurance in California doesn't have to feel impossible. Whether you're self-employed, between jobs, aging off a parent's plan, or simply tired of overpaying for coverage that doesn't serve you — ARA Consulting Enterprises compares plans across every major carrier available in your area to find the best fit.

We work with Covered California (the state exchange), as well as off-exchange carriers, to give you a complete picture of what's available — including whether you qualify for premium tax credits that could dramatically lower your monthly cost.

Types of Health Coverage We Offer

Individual & Family Plans

Comprehensive coverage through Covered California or off-exchange carriers. We identify whether you qualify for subsidies and find plans that balance premium, deductible, and network access.

Small Business Group Plans

Employer-sponsored group health coverage for businesses with 1–100 employees. We help you structure a competitive benefits package that attracts and retains talent — within a budget that makes sense for your business.

Short-Term & Supplemental

Coverage for gaps between jobs, waiting for Medicare eligibility, or supplementing a high-deductible plan. We help bridge the gap so you're never without protection when you need it most.

Covered California & ACA Plans

Covered California is the state's official health insurance marketplace under the Affordable Care Act. Millions of Californians qualify for premium tax credits that can reduce monthly costs to as little as $0 for some households. As a certified Covered California agent, Ela helps you apply for subsidies, choose the right metal tier, and enroll in coverage — all at no cost to you.

Frequently Asked Questions

When can I enroll in a health insurance plan in California?
Covered California's Open Enrollment typically runs November 1 through January 31. Outside of Open Enrollment, you may qualify for a Special Enrollment Period if you experience a qualifying life event — such as losing job-based coverage, getting married, having a baby, or moving to a new county.
What's the difference between HMO, PPO, and EPO plans?
HMO plans require a primary care physician and referrals for specialists. PPO plans let you see any doctor without a referral, with higher costs for out-of-network care. EPO plans are like HMOs but without the referral requirement. We match you to the plan type that fits how you actually use healthcare.
Do I qualify for a subsidy on Covered California?
Premium tax credits are available to individuals and families whose household income falls between 100% and 400% of the Federal Poverty Level — and expanded subsidies may be available above that threshold. Many Californians with incomes well above the median still qualify for meaningful subsidies.
What carriers are available in California?
California is served by Anthem Blue Cross, Blue Shield of California, Kaiser Permanente, Health Net, Molina Healthcare, Western Health Advantage, and others depending on your county. We know what's available in your area.
Can you help my employees get health insurance?
Yes. We specialize in small business group health plans through SHOP and private group carriers. Businesses with fewer than 25 full-time employees may also qualify for the Small Business Health Care Tax Credit.
What does it cost to work with you?
Nothing. Our brokerage services are provided at no cost. Carriers compensate us directly. You pay the same premium whether you come through us or apply directly — but with us, you get expert guidance, plan comparisons, and ongoing support.
